The results of a developmental work on a possibility to build a high intensity $K^\circ_L$ beam line at U-70 accelerator (IHEP, Protvino) are presented. A general scheme of the line allowed highly collimated neutral beam is designed and beam performances have been evaluated. The calculations of the main $K^\circ_L$-mesons beam parameters as well as the beam composition (neutrons ans $\gamma$'s) estimations are presented. The work has been supported by Russian foundation for basic research, grant 04-02-16825.
