The method to measure neutron angle intensity and neutron spectra is presented. The TLD LI$^6$F and Li$^7$F dosimeters are used. Thei are located at diferent depths of a spherical polyethelene moderator. The calculation of neutron energy response was carried out with a MCNP4a code. The measurement results for the IHEP reference fields, U-70 accelerator fields and at unit 1 of Kalinin NEP are presented. The use of measurement results with this passive radiation monitor to estimate systematic uncertainty of albedo personal dosimeter in real neutron fields is disccussed.
