This paper puts forward a new idea concerning negative energies of electrons, and is concerned essentially with the reason for the existence of an elementary electric charge, which, by experiment, is known to exist. The theory when worked out gives a connection between the elementary electric charge and the elementary magnetic pole; it shows a symmetry between electricity and magnetism quite foreign to current views, but does not, however, give a theoretical value for e, the elementary electric charge. The paper also shows that quantum mechanics really does not preclude the existence of isolated magnetic poles, and discusses why these poles are not observed. (Science Abstract, 1931, 340. H. L. B.).
